Voluntary State social insurance can join the 15 years who have reached the age of persons whose permanent place of residence is in the Republic of Latvia. A person who is not subject to compulsory social insurance in the Republic of Latvia and who has not been granted a State old-age pension may voluntarily join the pension, disability, maternity, sickness, parental insurance, may join the pension insurance voluntarily by a spouse or partner of a self-employed person who is not subject to compulsory social insurance in the Republic of Latvia and has not reached the age giving the right to receive a State old-age pension or who has not been granted a State old-age pension (including early). Persons who pay the income tax of seasonal agricultural workers and professional athletes may join the pension insurance on a voluntary basis if they are not in an employment relationship with another employer or are self-employed at the same time. Members of the diaspora living outside Latvia who are not involved in the social security system and do not receive a pension in their home country may voluntarily join the State pension insurance.

Process description

  1. Service requests
    To request the service, you must fill in for a particular form submission addressed to the SSIA.

    May submit a submission:
    • on the latvija.gov.lv portal;
    • on-site (if requested for service, a personal identification document (passport or ID card) must be produced);
    • electronically (the application must be signed with a secure electronic signature containing the time stamp);
    • by post.
    An application may be submitted in person to any VSAA customer service centre or to the unified customer service centres of the State and local governments.

    The submission shall indicate the preferred method of receiving the decision.

  2. Receipt of services
    A person who has voluntarily joined the State Social Insurance may receive a decision at the address of the declared place of residence or by post.

    A personal identification document (passport or ID card) must be produced for the receipt of a decision.

The following persons may voluntarily join state pension insurance:

  • a person who has reached the age of 15, permanently resides in Latvia, is not subject to mandatory social insurance, and has not been granted a state old-age pension in accordance with the Law “On State Pensions”;
  • a person employed in seasonal agricultural work and paying the seasonal agricultural workers’ income tax, provided they are not an employee of another employer or a mandatorily socially insured person as a self-employed person;
  • professional athletes, provided they are not employees of another employer or mandatorily socially insured persons as self-employed;
  • members of the diaspora, provided they are not mandatorily insured persons (including in another country) and do not receive a pension in their country of residence in the EU or a country with which Latvia has concluded a social security agreement;

The spouse or partner of a self-employed person

  • who has reached the age of 15,
  • permanently resides in Latvia,
  • is not subject to mandatory social insurance and has not reached the age entitling them to receive a state old-age pension, or to whom it has not been granted (including prematurely),

may voluntarily join state pension insurance, disability insurance, maternity insurance, sickness insurance, and parental insurance.
